A senior management professional with broad focus in finance, tax and risk management experience. Through high level trainings, responsibilities and leadership positions, he has gained advanced competencies in executive leadership, tax (domestic and international tax), public policy, corporate governance, strategic planning for organizational development, risk management, intelligence and investigation management processes.

Leadership Roles and Responsibilities

Served in various positions of responsibility beyond day-to-day work, including:

  1. Board Member: Northern Rangeland Trust (NRT); an international organization dealing with sustainable conservation and community development (2017 to July 2022). 
  2. Member: OECD’s committee on risk management responsible for documenting global policy on risk management and tax transparency. 
  3. Chairman: EAC Commissioners of Integrity; an association of the heads of integrity programs for the EAC Revenue Authorities (July 2019 to 2023). 
  4. Chairman: EAC Technical Committee on Intelligence; a subcommittee reporting to the Commissioners of tax investigation, reviewing the country-level tax evasion risk and supporting the exchange of intelligence on cross-border evasion schemes (2015 to 2023). 
  5. Member: Samburu County Budget and Economic Forum (2015-2018).

  • Worked at the Kenya Revenue Authority (KRA) as Commissioner in charge of Intelligence and Strategic Operations, responsible for risk identification and mitigation on illicit financial activities, ethics and integrity, and corporate compliance.
  • Spearheaded the establishment and operation of unified integrity and ethics programs in East African Revenue Authorities to boost domestic revenue mobilization by instituting strong governance policies and strategies.
  • As Commissioner, was responsible for international taxation including global tax policies, multi-lateral tax agreements, and bilateral tax agreements (DTAs), global tax transparency, and implementation of country-level profit shifting and base erosion action plans.
  • Gained experience in tax audits, investigations, business analytics, policy formulation and implementation, as well as the automation landscape over 15 years working in various operational positions at KRA.
  • Has experience in socio-economics research, teaching, and publications, having served as a tutorial fellow at the University of Southampton, conducted extensive research with the International Livestock Research Institute (ILRI) as a research fellow, and presented PhD research at various workshops and research symposiums both as policy papers and as educational materials.
  • Holder of a PhD in Risk Management (Socio-Economics) and MSc in Corporate Risks and Security Management (distinction) both from the University of Southampton, MBA in Finance from the University of Nairobi, and a Bachelor’s degree in Accounting (first class honours) from Egerton University.
  • Certified accountant and a member in good standing with the Institute of Certified Accountants of Kenya (ICPAK).
  • Graduated with the Senior Leadership Development Program (SLDP) course with the Commonwealth Association of Tax Administrators-London. In the final stages of completing the Advanced Management Program (AMP) with Strathmore University, with graduation scheduled for December 2024.
  • Attended several skills-based trainings in the areas of forensic investigations, intelligence management, risk management, analytics and forecasting, transparency, and governance.
  • Undertaken trainings and seminars on soft skills such as interviewing skills, staff coaching, and office management.
